Martha Muco

Dr. Martha (Marta) Muco is the Senior Vice President for Monitoring and Evaluations, U.S. Operations at Khulisa Management Services, an international development firm based in the suburbs of Washington, D.C. A seasoned subject matter expert in foreign affairs, media and communications, peace and security, and international development, Dr. Muco specializes in data and metrics production and analysis, research design, program performance, impact evaluations, and internet-based information operations.

Currently, Dr. Muco oversees multiple monitoring and evaluation (M&E) programs for clients such as the U.S. Department of State (DOS), USAID, the Department of Defense (DOD), and other organizations. She brings extensive expertise in the intersection of development and security issues, focusing on democracy and governance, peacebuilding, countering violent extremism, capacity building, and regional cooperation in West Africa. Her hands-on experience spans more than 20 countries, where she has led field data collection efforts and directed teams of researchers through the entire evaluation lifecycle, including planning, instrument development, data analysis, and reporting.

Dr. Muco has regularly briefed senior government officials throughout her career, produced high-impact reports, and contributed to evidence-based decision-making. Traveling to 67 countries worldwide has given her a deep understanding of diverse cultures and contexts. Her professional journey includes consulting and fellowships with organizations such as the World Bank, the European Commission, ILO, USAID, NATO, and several leading academic institutions in Europe and the U.S.

Dr. Muco also has a rich history of academic engagement. She has served on the boards of several institutions in the Balkans, worked as a technical evaluator for the European Commission’s research funding programs, and held the role of Chief of Staff to the Governor of the Central Bank of Albania. She has taught extensively, including a decade as an adjunct professor of economics at Montgomery College in Maryland. Her scholarly contributions include teaching, research, and publications at universities across Europe and the U.S.

Dr. Muco holds an Executive Leadership Certificate from Cornell University and is a certified Project Management Professional (PMP). She earned her Ph.D. in Economics and a professorship from the University of Tirana in Albania.
